Biography
Phoebe is responsible for AFT’s overall communications strategy and oversees AFT’s communication functions. Before joining AFT, Phoebe developed and implemented communications plans for complex, data-intensive research as associate director of communications at the Brookings Institution’s Metropolitan Policy Program. She previously served as media relations director at the Economic Policy Institute. Prior to working at nonprofit organizations, she served as communications director for Congresswoman Eddie Bernice Johnson of Texas. She holds a Juris Doctor from the University of Iowa College of Law and a Bachelor of Arts from Grinnell College.
